History

Hawkesbury Division of General Practice Ltd. (HDGP) was founded 1996 and grew out of the Hawkesbury Medical Practitioners Association. HDGP started in one room of Raymond Villa and grew over coming years to occupy whole building. HDGP served GPs and the community in Hawkesbury Local Government Area (LGA) and was one of the smallest Divisions of General Practice (DGP) in Australia (in terms of funding allocation). Despite several successful projects, Hawkesbury DGP faced an uncertain future following with the trend towards larger, more efficient DGPs.
 
Following the collapse of neighboring Western Sydney DGP, Hawkesbury DGP was invited to expand its existing boundaries to cover Baulkham Hills LGA & Northern Part of Blacktown LGA, forming the new Hawkesbury-Hills Division of General Practice.
 
Hawkesbury-Hills Division of General Practice commenced operations in February 2007 and re-located to new premises in Rouse Hill in the following month. The constitution of Hawkesbury DGP was revised to reflect the new size and structure of the Division. The new constitution was passed unanimously at an Extraordinary Company Meeting on 10th August 2006. The meeting also unanimously voted to change the company name to Hawkesbury-Hills Division of General Practice Ltd.
 
 

Company status

Hawkesbury-Hills Division of General Practice is a company limited by guarantee and an income tax exempt charity. The Division is recognised as a Health Promotion Charity by the Australian Taxation office and is an eligible Deductible Gift Recipient (Donations over $2 are tax deductible).
 

Company Membership

The company has two categories of Membeship.
Primary Members - General Practitioners providing clinical care to patients in a practice at an address within the boundaries of Hawkesbury-Hills Division of General Practice are eligible to join as Primary Members. Only Primary Members may vote at company general meetings. In addition, GPs fulfilling advisory positions on HHDGP Program Reference Committees must be Primary Members of the Company.
Associate Members - Any person wishing to support the aims and objects of the Company may apply to the board for admission as an Associate Member. Associate Membership is open to non-GP staff working in GP practices within the Division and to GPs working in practices outside Division boundaries.
 

Governance

Hawkesbury-Hills Division of General Practice is governed by a board of Directors elected from company members. The board consists of six elected primary member directors and two non-primary (associate members) directors who are appointed by the rest of the board. Directors serve two year terms and may be re-elected.
 
The board uses a Tricker Model governance structure to ensure it fulfils all its duties in an effective and diligent manner. Under this model, the board examines performance and conformance functions both internally and externally, following an annual agenda to ensure all Director duties are carried out professionally and proficiently. All board members are required to undertake governance training, with several having completed the Australian Institute of Company Directors Company Directors Course Diploma.
 
Dr Tony Rombola is the current board chair.

Hawkesbury-Hills Division of General Practice receives funding from a variety of sources: These include:

  • NSW Health
  • Other Non Government Organisations (National Prescribing Service, NSW Cancer Institute, Pharmacy Guild)
  • Membership fees
  • Event sponsorship
  • Event fees
  • Other Divisions of General Practice
  • Research Institutes (Cooperative Research Centre for Water Quality and Treatment)
 
All projects are fully acquitted following stringent accountability standards against relevant funding contracts.
